Less than significant impact <br />Approval of the proposed ordinance would not result in any <br />significant cumulative impacts, since there are .little or no <br />opportunities for infill development in other areas of the <br />Downtown National Register District, and due to the fact that <br />the project conditions are zone-specific, with this small scale <br />area being the scope of the project. <br />C. Does the project have environmental effects, which will <br />cause substantial adverse effects on human beings either <br />directly or indirectly? <br />No Impact <br />Approval of the proposed amendment to the Municipal Code to <br />establish a Specific District for mixed use development at the <br />project location, as well as subsequent implementation would not <br />cause any substantial adverse effects on human beings, in that <br />the proposed ordinance would not involve any activities that <br />would result in adverse effects to human beings or the <br />environment. <br />XVIII. DETERMINATION <br />Based upon the evidence in light of the whole record documented <br />in the above evaluation and cited references, I find that the <br />proposed project would not have a significant impact on the <br />environment and a Mitigated Negative Declaration has been <br />prepared. <br />XVIV.
