The Nomination notes that this Historic District is <br />predominantly two-story business blocks "...complemented by a scattering of taller <br />structures, the largest of which is six stories." The predominant character of the West <br />Fourth Street corridor's roofline is that of buildings stepping up and down in height. <br />The nomination states that the significance of the District is based on its ability to <br />show "major architectural phases of historic urban development in the county from <br />the 1880s to the 1933 Earthquake." It goes on to note that "the district maintains <br />design integrity that is reflected in the changes in architectural fashion over time and <br />preserves key individual examples of important periods of architectural <br />development." The eras represented include: <br />• Victorian, only a few with exterior facades extant <br />• Pre World-War I/Progressive Era (new and remodels) including the <br />1915 West End Theater <br />• 1920's Expansion with two periods of growth <br />1922: mostly new construction including the 6-story First National <br />Bank Building (1923) <br />1928: use of Spanish Colonial Revival styles <br />• Early 1930s, Post-Earthquake remodeling.
