<br />Multi-level training should be focused on a regional model. Grantees using these funds to
<br />develop their own courses should address the critical training areas and gaps identified in the
<br />State's Homeland Security Strategy and must adhere to the G&T Emergency Responder
<br />Guidelines and G&T Homeland Security Guidelines on Prevention and Deterrence, Training
<br />should address specific capabilities and related tasks articulated in the TCL and the UTL. It
<br />should also comport with all applicable Federal, State lInd local regulations, certifications,
<br />guidelines and policies deemed appropriate for the type and level of training,
<br />
<br />C.5. Exercises
<br />
<br />LETPP funds may be used to design, develop, conduct, and evaluate terrorism prevention-related
<br />exercises, including the following:
<br />
<br />. Exercises to evaluate the effectiveness of information sharing plans, policies, procedures
<br />and protocols.
<br />. Exercises to evaluate NIMS implementation,
<br />. Exercises to evaluate facility and/or vessel security protection,
<br />. Exercises to evaluate area maritime security protection,
<br />. Exercises to evaluate threat recognition capabilities,
<br />. Exercises to evaluate cyber security capabilities,
<br />. Exercises to evaluate agricultural/food security capabilities,
<br />. Exercises to evaluate prevention readiness and techniques.
<br />. "Red Team" (force on force) exercises.
<br />. Interoperable communications exercise,
<br />. Critical infrastructure vulnerability, protection, and/or attack exercises,
<br />
<br />Where practical, these exercises should involve the public sector, non-governmental partners,
<br />trained citizen volunteers, and the general public, State and local governments should work with
<br />their Citizen Corps Councils to include volunteers from programs such as Volunteers in Police
<br />Service, Neighborhood Watch, and the general public.

<br />C.6. Personnel
<br />
<br />Hiring, overtime, and backfill expenses are allowable only to perform programmatic activities
<br />deemed allowable under existing guidance, Supplanting, however, is not allowed.
