MMRS and the National Preparedness Goal <br /> <br />The MMRS program purpose and guidance, and the capability achievements ofMMRS <br />jurisdictions, create extensive and essential relevance ofMMRS to the Goal, National Priorities, <br />and numerous Target Capabilities, (see Appendix G). <br /> <br />MMRS jurisdictions, where prior years program guidance has been appropriately implemented, <br />have already established significant capabilities in integrated mass casualty preparedness for <br />CBRNE incidents, whether human caused, naturally occurring, or the result of an accident. <br />These capability achievements should provide a significant foundation for further increasing <br />capabilities as required by the implementation of the Goal. <br /> <br />Accordingly, the MMRS Steering Committees and component functional leaders are expected to <br />make essential contributions to the achievement of these Target Capabilities, in their home <br />political jurisdictions and affiliated jurisdictions constituting their MMRS Operational Area, <br />their Urban Area, and throughout their State(s). <br /> <br />C. Program Requirements <br /> <br />All provisions of the FY 2006 HSGP Program Guidelines, Sections I through V, and appendices, <br />apply to MMRS unless explicitly stated otherwise herein. <br /> <br />MMRS jurisdictions are strongly encouraged to use G&T services regarding: the preparation <br />and implementation of homeland security assessments and strategies, technical assistance, <br />training programs, and the Homeland Security Exercise and Evaluation Program. G&T <br />Preparedness Officers will serve as the principal POCs for MMRS jurisdictions in accessing <br />these services. Other DHS-provided support relevant to MMRS capabilities enhancement <br />includes the NIC and the Office for Interoperability and Compatibility (0lC). <br /> <br />C.!. Allocation of Funds <br /> <br />Recognizing that MMRS is inherently multi-jurisdictional, funds must be expended to support <br />the regional MMRS to establish and sustain enhanced local capabilities. States are encouraged <br />to pass through 100 percent of grant funds, but may retain 20 percent to facilitate strategy <br />assessment and capability integration between the State and MMRS jurisdictions. States must <br />have written concurrence between the SAA and MMRS Steering Committee Chair to use funds <br />to: <br /> <br />. Support regional MMRS Operational Areas overall. <br />· Advise and assist MMRS jurisdictions in awareness of, and in providing input to, State <br />and Urban Area Homeland Security Assessments and Strategies. <br />.
