<br />CCP allocations are determined using a base amount of 0.75 percent of the total allocation for
<br />each State (including the District of Columbia and the Commonwealth of Puerto Rico), and 0.25
<br />percent of the total allocation for each U.S. Territory. The balance of funds for CCP is
<br />distributed on a population-share basis.
