<br />FY 2006 HOMELAND SECURITY GRANT PROGRAM - DECEMBER 2, 2005 <br /> <br />v. AWARD AND REPORTING REQUIREMENTS <br /> <br />As required under the Government Performance and Results Act (GPRA), DHS collects and <br />reports performance information across all of its programs, including grant programs. For grant <br />programs, assessing performance information allows the Department to ensure that grant funds <br />are achieving positive, measurable progress in improving national preparedness. The <br />Department uses general information from the State Homeland Security Grant Program to report <br />on the following performance measures: <br /> <br />· Percent of jurisdictions demonstrating acceptable performance on applicable critical tasks <br />in exercises using approved scenarios. <br />. Percent of State and local homeland security agency grant recipients reporting <br />measurable progress towards identified goals and objectives to prevent and respond to <br />terrorist attacks. <br />· Percent progress toward implementation of State strategies observed by Preparedness <br />Officers. <br />. Percent of participating Urban Area grant recipients reporting measurable progress made <br />towards identified goals and objectives to prevent and respond to terrorist attacks. <br />· Percent progress toward State strategies implementation for Urban Area Grant Recipients <br />observed by preparedness officers. <br /> <br />To collect and report on these measures, the Department will use information from: after-action <br />reports (AARs) from homeland security exercises using the Homeland Security Exercise and <br />Evaluation Program (HSEEP) doctrine and general information from State Strategies, Bi-Annual <br />Strategy Implementation Reports, and Grant Monitoring Reports. Please note that the <br />Department does not use this general performance information as a basis for awarding State and <br />local grants; rather, the Department uses the information to assess overall program effectiveness <br />and impact and to report results to Congress, the Office of Management and Budget, and the <br />President. <br /> <br />A. Grant Award and Obligation of Funds <br /> <br />Upon approval of the application, the grant will be awarded to the respective SAA. This date <br />will be known as the "award date." The signed award document with special conditions must be <br />returned to OGO. See Appendix A for additional information. The State's obligation period <br />must be met within 60 days of the award date. An obligation is defined as a definite <br />commitment which creates a legal liability for the payment of funds for goods and services <br />ordered or received. Four requirements must be met to obligate grant funds: <br /> <br />· There must be some action to establish a firm commitment on the part of the awarding <br />entity. <br />. The condition must be unconditional on the part of the awarding entity. <br />.
