availability of a locally important mineral resource delineated on a local general plan, specific <br />plan, or other land use plan. <br />Because the TZC Final EIR was certified in 2010, certain topics that were later added to the <br />state CEQA Guidelines checklist were not included. The Tribal Cultural Resources topic was <br />added to the CEQA Guidelines in 2017. Although added as a separate topic, the TZC DEIR <br />Cultural Resources section did include an evaluation of Native American resources in Section <br />4.4.1 — Environmental Setting and Section 4.4.2 — Regulatory Framework. Impact 4.4-1 included <br />MM 4.4-1(a) that required construction monitoring by a tribe. <br />The TZC EIR included a Global Climate Change topic, which included greenhouse gas <br />emissions. The Greenhouse Gas Emissions topic was added to the CEQA Guidelines in 2018. <br />Greenhouse Gas Emissions was discussed in Section 4.13.2 — Existing Conditions, <br />Section 4.13.2 — Regulatory Framework, and Section 4.13.4 — Project Impacts and Mitigation <br />Measures. <br />The Energy and Wildfire topics were added to the CEQA Guidelines in 2018. Although added as <br />separate topics, Energy is discussed within Sections 4.12.12 and 4.12.13 of the Utilities and <br />Service Systems topic of the TZC EIR. <br />Wildfire (i.e. wildland fires), is discussed within Section 4.5.3 of the Hazards and Hazardous <br />Materials topic of the TZC EIR. <br />Although these topics were added following certification of the TZC Final EIR, they were <br />discussed and analyzed in the respective sections identified above and do not represent new <br />impacts not previously addressed. <br />Sections 5.1 through 5.13, below, analyzes the potentially significant impacts that could occur <br />as a result of implementing the proposed project through the adoption of the proposed text <br />regulations identified in Table 1 — Current and Proposed Text Regulations. Each topical section <br />lists impact statements and mitigation measures from the TZC EIR, and provides an analysis <br />and conclusion. Each TZC EIR conclusion includes a reference to the EIR impact statement <br />(ex., Impact 4.1-3) and includes its associated significance finding. <br />5.1 AESTHETICS/VISUAL RESOURCES <br />This section analyzes the effects to aesthetics and visual resources from implementing the <br />proposed zoning code regulations. <br />Would the project: <br />a. Have a substantial adverse effect on a scenic vista? <br />b. Substantially damage scenic resources, including, but not limited to, trees, rock <br />outcroppings, and historic buildings within a state scenic highway? <br />c. Substantially degrade the existing visual character or quality of the site and its <br />surroundings? <br />d. Create a new source of substantial light or glare, which would adversely affect day or <br />nighttime views in the area? <br />e. A project would be considered to create significant shade/shadow impacts if <br />shade/shadow from the project results in a substantial loss of sunlight in a residential <br />area or other sensitive receptor.
