Based on this system, <br />certain streets have been identified for slurry seal to prevent further <br />deterioration. Slurry seal is durable and cost effective. <br />The Notice Inviting Bids was advertised on February, 30 and 31, 2007, and <br />bids were opened on April 26, 2007. Three of <br />four bidders submitted incomplete bids. Roy Allan Slurry Seal, Inc. <br />failed to include a price for a bid item. Pavement Coatings Co.'s bid <br />failed to include a revised bid schedule which the City issued as <br />Addendum no. 3. Due to a clerical error, Addendum no. 3 was not sent to <br />Bond Blacktop, Inc. and as a result its bid did not contain the correct <br />bid schedule. The only responsive bid was submitted by American Asphalt <br />South, Inc. for $828,508, which is above the Engineer's estimate. <br />23C-1 <br />
