WORK STUDY SESSIONS <br />• Drivers for acquiring and remodeling an existing building include: City <br />operation and convenient location; restrainers include the costs of land <br />acquisition and construction <br />• Drivers for constructing a new facility on an alternative site include: <br />City operation and convenient location; restrainers include: unknown <br />time line, and costs of construction and acquisition <br />• The cost of constructing a new facility would be less if constructed on <br />City -owned Property <br />• Would require a site area of approximately two acres; Prentice Park is <br />City owned and large enough to accommodate a new City facility <br />• Drivers for this alternative include: City owns the land, convenient <br />location, city operated, and new facility; restrainers include: design <br />issues such as adequate parking and animal disease transmission <br />mitigation, zoo accreditation, zoo expansion impact and construction <br />costs <br />• Orange County is considering construction of an animal care center at <br />the former Tustin Marine Corps Air Station, and construction is <br />anticipated to commence in 2003 <br />• The City's first year costs would be approximately $2,917,000 <br />• Drivers for partnership with the County include: new facility, <br />professional director and staff, and semi -convenience of location; <br />restrainers include: outside city location, shared control over shelter <br />operations and animal care, and uncertain time line for completion of <br />facility <br />Following the presentation by the Chief of Police, Mr. Hal Mahoney, <br />representing the Orange County Health Care Agency presented an update <br />on actions taken by the Board of Supervisors for the development and <br />construction of a new County Animal Shelter facility at the Tustin Marine <br />Corps Air Station. <br />Lorrie Boldrick, DVM at the Santa Ana Zoo addressed the Council with <br />concerns relative to the susceptibility of the species of animals at the zoo <br />to domestic animal diseases in the event the animal shelter facility was <br />located at Prentice Park. <br />Harold Hall, representing the Friends of the Santa Ana Zoo, raised <br />concerns relative to parking and zoo accreditation. <br />Following public discussion, Council discussion ensued. Councilmember <br />Franklin addressed several questions to Mr. Mahoney relative to control of <br />the Orange County site, and asked how construction plans may be <br />impacted by the current lawsuit filed by the Santa Ana Unified School <br />District related to land use at the air station.
