JOINT CRA ITEM <br />Mike McGee, James Gartner and Glen Stroud spoke in support of the <br />project <br />Vincent Sarmiento, and Glenn Calsada speaking on behalf of Festival Hall <br />raised concerns about mitigation measures. Mr. Sarmiento requested that <br />the Council grant authority to the Redevelopment Agency to negotiate with <br />Festival hall in order to improve and restore its facade. Mr. Calsada urged <br />the Council to deny approval of the project until adequate mitigation <br />measures are funded and implemented; <br />Councilmember Franklin arrived at 6:44 p.m. <br />The public hearing was closed. <br />Motions: <br />City Council Action <br />1. Approve and adopt the Mitigated Negative Declaration and <br />Mitigation Monitoring Program for Environmental Review No. 01- <br />144. <br />2. Adopt resolution. <br />RESOLUTION NO. 2001-085 - Adopt a resolution making certain <br />findings with respect to the consideration to be received by the <br />Community Redevelopment Agency pursuant to a Disposition and <br />Development Agreement between the Agency and Santa Ana Artist's <br />Village LLC for the sale of certain real property in the Central City <br />Redevelopment Project Area and approving the sale of said real <br />property upon the terms and conditions contained in that Agreement <br />3.
