WORK STUDY SESSION <br />• Elements of an automated enforcement system: <br />1. A vehicle activates a camera triggering device <br />2. Photos are taken of vehicle running the red light <br />3. Registration check is conducted <br />4. Police Officer views photos and issues citation <br />5. citation is mailed to the registered owner <br />6. Owner can contest ticket and view evidence <br />7. Owner can request trial, pay fine, or attend traffic school <br />8. Same legal effect as an officer issuing a citation <br />• Red light collisions are the #1 most dangerous collisions <br />• A side -impact collision is most likely to directly strike an occupant <br />• 90% of Americans believe red light violations are "extremely" or "very" <br />dangerous <br />• 30% know someone killed in a red light collision <br />• 95% fear being hit by a red light runner, yet 56% admit to running red <br />lights <br />• Nationally, in 1998, there were 89,000 red light collisions resulting in <br />80,000 injuries and 986 deaths <br />• In Santa Ana in calendar year 2000, red light collisions accounted for <br />24% of all 1526 injury collisions; 3 people killed; 358 injured <br />• Top intersections for violations: 15i and Harbor; 15t and Fairview, 15f <br />and Euclid, Broadway and 17th, and Euclid and McFadden <br />• A red light committee was formed comprised of representatives from <br />the Police Department, City Attorney, Purchasing, Finance, and Public <br />Works Traffic Engineering <br />• Interviews relative to enforcement systems were conducted with the <br />Orange County Sheriffs Office — San Juan Capistrano, Garden Grove <br />Police Department, City of San Diego, Culver City Police Department, <br />Fresno Police Department, LASD North Hollywood, and Long Beach <br />Police Department <br />• Systems have faced recent legal challenges; in San Diego case, the <br />court determined that red light systems are constitutional <br />• Santa Ana Police Department is recommending approval of red light <br />system and estimates it could be installed by February, 2003 <br />• Implementation of automated system demonstrates commitment to <br />safety; provides 24 hour traffic safety education; seven day a week <br />enforcement capability; effective use of modern technology; keeps <br />police officers safe; and, compliments traffic engineering efforts <br />Speakers: David Brandt, Connie Potter, Ronda Rajotte spoke in support <br />of implementation of the automated enforcement system; Dave Lopez <br />noted that pedestrian safety was also needed. <br />CITY COUNCIL MINUTES 239 JUNE 17, 2002 <br />
