Santa Ana East Memory Lane/Town and Country Manor EIR <br />SCOPE OF WORK <br />Scope of Work <br />Work Program <br />MBA is prepared to take EIR project management responsibility and assist the City of Santa <br />Ana in successfully executing the following scope of work. The RFP received from the City and <br />this proposal will jointly become the Scope for Professional Consultant Services for this <br />project. <br />The scope of work, which assumes close coordination with the City, has been incorporated <br />within our estimated fees. Included will be the following responsibilities: <br />■ Project initiation and organization <br />■ Public scoping and agency coordination <br />■ Coordination with the City through the MBA Principal/Project Manager <br />■ Data compilation and technical report peer review <br />■ Impact assessment and formulation of effective mitigation measures <br />■ CEQA conformance and quality assurance <br />■ Report compilation and distribution <br />■ Responding to public comments on the Draft EIR <br />■ Preparation, posting and mailing of required CEQA notices <br />■ Public meetings and hearing attendance <br />■ Preparation of findings of fact and statement of overriding considerations <br />■ Preparation of mitigation monitoring program <br />■ Preparation of Final EIR <br />Phase I - Technical Studies <br />Task 1.1: MBA Technical Studies <br />Technical studies to be provided by MBA include ones for the following potentially significant <br />effects. These will be summarized in the corresponding EIR sections: <br />■ Visual Analysis/Shade and Shadow Analysis. To support the visual analysis, we will <br />perform a site photographic survey to show the visual baseline condition from <br />surrounding vantage points. Building elevations obtained from the project architect will be <br />superimposed on the photos to demonstrate the impact of the buildings on views. <br />Utilizing an aerial photo base, MBA will calculate and graphically display the <br />winter/summer solstice shade and shadow footprint of the building on surrounding <br />properties and any potentially sensitive receptors (i.e. residential properties, outdoor <br />recreational areas including relationship to nearby Santiago Park, etc.). <br />This assessment will also address CEQA threshold criteria such as impacts on any scenic <br />vistas, scenic resources, the visual character and quality of the site and surroundings, <br />and sources of light and glare. <br />■ Cultural Resources. MBA's Cultural Resources Division will prepare a Cultural Resources <br />Report and perform tasks necessary to support adequate cultural resources <br />documentation to meet CEQA requirements.
