December 4, 2007 Ms. Ann Hsin-An Ni, .Associate Planner Ciry of Santa Ana Building and Planning Agency 20 Civic Center- Plaza (M-20) Santa Ana, Ca 92702 RE: Proposal to Prepare an Initial Study/Mitigated Negative Declaration and Technical Studies for Proposed Commercial Development at 520 South Harbor Boulevard Dear Ms. Ni: URS is pleased to present herein our revised letter proposal to prepare an Initial Study (IS) and Mitigated Negative Declaration (MND) with supporting studies for the proposed Harbor Medical office development at 520 South Harbor Boulevard in the City of Santa Ana. Our proposal has been refined per our meeting with City staff and the applicant at your office on November 29, 2007. URS understands that the project consists of a new 45,744 square foot, two-story commercial building with retail and medical offices and a surface and subterranean level parking garage to accommodate 245 parking spaces on a site that currently contains a used car lot and some row crops. A zoning ordinance amendment is required in order to allow ancillary parking area in the Single -Family Residential District and a Conditional Use Perrnit is required to allow eating establishments within the North -Harbor Specific Plan area. URS proposes that Mr. Court Morgan be the Project Manager on this study, and would serve as the main point of contact for this project with City staff. Mr. Morgan has over 10 years of experience preparing and managing preparation of environmental documentation. Mr. Jeff Rice, Environmental Planning Manager, will be available to consult on the project. Mr. Morgan will be assisted by Jillian Baker as the Project Coordinator- and the following technical leads and their staff: Air Quality — Paul Nguyen; Geology and Soils Analysis — Chris Goetz: Hazards and Hazardous Materials analysis Janet Tentler; Noise Study — Ted Lindberg; and Traffic Study review — Noel Casil. Other- URS staff may also work on this project, as/if needed. URS' proposed scope of work includes the following: 1. Initiation of the Project/Kick-off The LRS Project Manager and selected staff will attend a kick-off meeting to discuss the project with City staff Nvithin five working days of receiving a Notice to Proceed on the project. At that time, City staff will present all information about the project; discuss any project constraints and issues, and refine the project scope of work and responsibilities.
