December 4, 2007 <br />Ms. Ann Hsin-An Ni, .Associate Planner <br />Ciry of Santa Ana <br />Building and Planning Agency <br />20 Civic Center- Plaza (M-20) <br />Santa Ana, Ca 92702 <br />RE: Proposal to Prepare an Initial Study/Mitigated Negative Declaration and <br />Technical Studies for Proposed Commercial Development at 520 South Harbor <br />Boulevard <br />Dear Ms. Ni: <br />URS is pleased to present herein our revised letter proposal to prepare an Initial Study <br />(IS) and Mitigated Negative Declaration (MND) with supporting studies for the proposed <br />Harbor Medical office development at 520 South Harbor Boulevard in the City of Santa <br />Ana. Our proposal has been refined per our meeting with City staff and the applicant at <br />your office on November 29, 2007. <br />URS understands that the project consists of a new 45,744 square foot, two-story <br />commercial building with retail and medical offices and a surface and subterranean level <br />parking garage to accommodate 245 parking spaces on a site that currently contains a <br />used car lot and some row crops. A zoning ordinance amendment is required in order to <br />allow ancillary parking area in the Single -Family Residential District and a Conditional <br />Use Perrnit is required to allow eating establishments within the North -Harbor Specific <br />Plan area. <br />URS proposes that Mr. Court Morgan be the Project Manager on this study, and would <br />serve as the main point of contact for this project with City staff. Mr. Morgan has over <br />10 years of experience preparing and managing preparation of environmental <br />documentation. Mr. Jeff Rice, Environmental Planning Manager, will be available to <br />consult on the project. Mr. Morgan will be assisted by Jillian Baker as the Project <br />Coordinator- and the following technical leads and their staff: Air Quality — Paul Nguyen; <br />Geology and Soils Analysis — Chris Goetz: Hazards and Hazardous Materials analysis <br />Janet Tentler; Noise Study — Ted Lindberg; and Traffic Study review — Noel Casil. Other- <br />URS staff may also work on this project, as/if needed. <br />URS' proposed scope of work includes the following: <br />1. Initiation of the Project/Kick-off <br />The LRS Project Manager and selected staff will attend a kick-off meeting to discuss the <br />project with City staff Nvithin five working days of receiving a Notice to Proceed on the <br />project.
