REQUEST FOR <br />Historic Resouroes Commission Action <br /> <br />NOVEMBER 1, 2007 <br />TITLE: <br />HISTORIC PROPERTY PRESERVATION <br />AGREEMENT NO. 2007-06 FOR THE PROPERTY <br />LOCATED AT 2140 NORTH ROSS STREET <br />HISTORIC RESOURCES ©OAA~SION SECRETARY <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Set Public Hearing For <br />CONTINUED TO <br />Prepared by Hally Soboleske <br />`~ <br />Executive Director <br />Planning Mana r <br />RECOMMENDED ACTION <br />Recommend that the City Council direct the City Attorney to prepare and <br />authorize the City Manager and the Clerk of the Council to execute an <br />agreement with Kim and Troy Leaming, property owners, for the structure <br />located at 2140 North Ross Street. <br />DISCUSSION <br />Request of Applicant <br />The applicants, Kim and Troy Leaming, <br />Property Preservation Agreement No. <br />property owners and the City of Santa <br />request the approval of Historic <br />2007-06 (Mills Act) between the <br />Ana. <br />Property Description <br />The subject property includes a single-story English Revival residence <br />and a detached garage located at 2140 North Ross Street, in the Floral <br />Park neighborhood. Surrounding land uses are residential (Exhibit 1). <br />Analysis of the Issues <br />At its meeting of October 4, 2007, this item was continued to November <br />1, 2007 due to a lack of quorum. <br />In March 1999, the City Council approved an ordinance authorizing <br />Historic Property Preservation Agreements (HPPA), commonly known as the <br />Mills Act contracts, for eligible historic properties. The agreement <br />provides monetary incentive to the property owner in the form of a <br />property tax reduction in exchange to the owner's voluntary commitment <br />to maintain the property in a good state of repair and to rehabilitate <br />the property as necessary to maintain its character and appearance. <br />EXHIBIT A <br />25D-3 <br />
