Adopt a resolution authorizing the execution of a joint <br />exercise of powers agreement creating the Countywide Public <br />Financing Authority; <br />2. Adopt a resolution approving the financing proceedings for <br />the City's share of the Countywide 800 Megahertz <br />Communication System, approving the issuance of revenue <br />bonds by the Countywide Public Financing Authority for such <br />purpose, and approving related documents and official <br />actions; <br />3. Adopt an ordinance approving the public leaseback of certain <br />facilities with the Countywide Public Financing Authority. <br />DISCUSSION <br />Currently, the City of Santa Ana, Orange County cities, and the <br />County of Orange utilize an 18-channel 460 megahertz (MHz) Law <br />Enforcement Communication System. The system, which has been in <br />service for 23 years, is insufficient to meet the growing demands <br />of the County and Orange County cities. As a result, a new.81- <br />channel, 800MHz system is proposed. The new system purchase will <br />be composed of transmitting sites, dispatch consoles, and related <br />field equipment for all participating agencies. <br />On September 19, 1995, the County authorized the purchase of an <br />800MHz Communication System from Motorola Communications and <br />Electronics, Inc. Since then the County has executed the 800MHz <br />Joint Operating Agreement with each participating agency. The <br />City Council adopted the City's agreement on February 20, 1996. <br />G-S- M3 0207 <br />M. <br />
