REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 7, 2008 <br />TITLE: <br />CONTRACTS AWARD FOR <br />SURVEILLANCE SYSTEM <br />(BID SPEC. 08-019-R) <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />VIDEO ^ As Recommended <br />EQUIPMENT ^ As Amended <br />^ Ordinance on 1S` Reading <br />^ Ordinance on 2nd Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />C TY MANAGER <br />RECOMMENDED ACTION <br />CONTINUED TO <br />FILE NUMBER <br />Award contracts for the purchase of video surveillance system equipment in <br />the following amounts not to exceed: <br />Vendor: Groups: Amount: <br />MTM Technologies, Inc. 1 $183,385.79 <br />SIGMAnet, Inc. 2, 3, 4, 5 $549,607.28 <br />DISCUSSION <br />On November 5, 2007, the City Council accepted an $11.07 million Urban <br />Area Security Initiative grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of urban <br />areas by ensuring that all emergency first responders have adequate <br />equipment and systems to prevent, respond to and recover from acts of <br />terrorism. The grant provides total reimbursement to local agencies for <br />equipment purchases approved and authorized by the Office of Disaster <br />Preparedness. <br />The Santa Ana Police Department would be front-line responders in any <br />terrorist-related incident within the Santa Ana urban area. The police <br />administrative facility's current security and access control method is <br />approximately eleven years old and consists of an outdated CCTV system with <br />few cameras and an access control system using card readers. The Santa Ana <br />Police Department is seeking to significantly enhance protection and <br />mitigation capabilities by upgrading the current system to a <br />technologically advanced perimeter security camera system. In addition, <br />the upgrade has the capability to integrate and monitor other video <br />surveillance systems throughout the City, including at the Regional <br />Transportation Center and the water distribution (SCADA) system.
