REQUEST FOR <br />-COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 18, 2008 <br />TITLE: <br />AMENDED JOINT POWERS AGREEMENT <br />FOR INTEGRATED LAW & JUSTICE <br />AGENCY FOR ORANGE COUNTY <br />_ ~ ,`` <br />/ ,~/ <br />" ~'' ~~ <br />i (L ~~__ c <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 151 Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute an <br />amended Joint Powers Agreement pertaining to the City of Santa Ana's <br />membership in the Integrated Law & Justice Agency for Orange County. <br />DISCUSSION <br />In 2002, City Council authorized membership of the City of Santa Ana in the <br />Integrated Law & Justice Agency for Orange County (ILJAOC) and the <br />execution of a Joint Powers Agreement (JPA) The purpose of ILJAOC is to <br />improve information sharing and greater efficiency. <br />Membership in the ILJAOC enables Santa Ana to work together with various <br />criminal justice departments and agencies to better access and provide <br />information regarding criminal suspect or offender identity, criminal <br />history and current justice status. <br />Participating agencies have agreed to fund the costs of ILJAOC operations, <br />on a shared basis, through annual budget appropriations. The annual budget <br />includes member agencies' per capita shares of system operations, <br />administrative overhead, and contributions to a capital fund for the <br />eventual replacement of equipment. The amendments are non-substantive in <br />nature, and includes the addition of County Counsel to serve as counsel to <br />ILJAOC. Additionally, this amendment adds the Orange County Sheriff's <br />Department to the sharing of costs for ILJAOC operations. <br />FISCAL IMPACT <br />There 's no fiscal impact associated with this action. <br />W~ <br />Paul M.
