WORK STUDY <br />• Santa Ana is required to plan for 3,393 new units between 2006-2014 <br />including apartments, condominiums, and single-family homes <br />• Several public forums were conducted from late 2007 through April, <br />2008 to receive public input on the housing element <br />• Housing Goals are as follows: <br />o Promote livable neighborhoods through quality housing <br />conditions, quality parks and community services, and well- <br />maintained infrastructure that inspire neighborhood pride <br />o Provide a diversity of quality housing, affordability levels, and <br />living experiences that accommodate residents and workforce of <br />all household types, income levels, and age groups to foster an <br />inclusive community <br />o Increase opportunities for low and moderate income individuals <br />and families to find suitable housing, remain in Santa Ana, and <br />afford a greater choice of rental or homeownership opportunities <br />o Provide adequate rental and homeownership housing <br />opportunities and supportive services suitable for seniors, <br />people with disabilities, families with children, and people <br />needing emergency, transitional, or supportive housing <br />• RHNA is intended to accommodate population and employment growth <br />and is set by Southern California Association of Governments (SCAG) <br />• Includes the total number of housing units by affordability level <br />• Requires jurisdictions to identify adequate sites, zoning, and <br />development standards <br />• Opportunity areas were outlined by the presenters and include: <br />residential opportunities, Renaissance Specific Plan, office/industrial, <br />commercial, and, parks/open space <br />Councilmember Bustamante left the meeting at 6:30 p.m. Following the <br />presentation, Council discussion ensued and members provided several <br />suggestions for modifying the vision and the goals including adding <br />opportunities for "move-up" opportunities to encourage residents to remain <br />in Santa Ana. <br />Members asked staff to give additional information relative to the outreach <br />efforts and expressed concern that not enough credit was given by RHNA <br />for rehabilitation projects in built out cities such as Santa Ana; it was <br />suggested that the City advocate for legislative changes in the allocations <br />allowed. Members also discussed ways to evaluate and implement an <br />inclusionary housing requirement across the City. Mayor Pro Tem Alvarez <br />asked staff to look at the status of the condition of homes due to the <br />increase in foreclosures in the City. <br />CITY COUNCIL MINUTES 203 JULY 21, 2008 <br />
