<br />Chapter 4 <br />' Miti ation Monitorin Plan and Re ort <br />g g P <br />1 <br />Introduction <br />' The California Public Resources Code Section 21081.6 requires that a lead or responsible <br />agency adopt a Mitigation Monitoring Plan (MMP) when approving or carrying out a <br />project where a MND identifies measures to reduce potential adverse environmental <br />impacts to less-than-significant levels. As the lead agency for the proposed project, the <br />City is responsible for adopting and implementing the MMP. <br />' An IS/MND has been prepared for the Harbor Medical and Retail Center that addresses <br />the potential environmental impacts, and where appropriate, recommends measures to <br />mitigate these impacts. As such, an MMP is required to ensure that adopted mitigation <br />measures are successfully implemented. This document plan lists each mitigation <br />measure, describes the methods for implementation and verification, and identifies the <br />responsible party or parties. <br />' Project Overview <br /> <br />0 <br /> <br />{I <br /> <br />0 <br /> <br /> <br /> <br /> <br />The project proponent proposes to develop a 2-story 45,744 square foot <br />medicaUcommercial building on a site that is currently occupied by an agricultural field <br />and a used car sales lot. The project site is zoned GC, and the proposed project is in <br />conformance with the requirements of the General Plan, Zoning Code, and the NHSP. <br />The proposed project includes the following improvements: <br />^ Zoning Code amendment for ancillary parking; <br />^ Conditional Use Permit to allow restaurants in the North Harbor Specific <br />Plan; <br />^ Construction of a 2-story 45,744 sq. ft. commercial building with <br />- 8,880 sq. ft. of retail use, <br />- 2,724 sq. ft. of restaurant use, <br />- 28,775 sq. ft. of medical office use; <br />^ construction of a 100-space 35,898 sq. ft. under ground parking garage; <br />^ construction of a 147-space surface parking lot; and <br />^ closure of one existing curb-cut driveway entrance/exit. <br />Additional details regarding the proposed project and a more in depth project description <br />can be found in Chapter 2 (Project Description). <br />70 <br />Initial Study/Mitigated Negative Declaration July 2008 <br />Harbor Medical and Retail Center 7 5A-10 3 <br />
