BOX 1988, M31 - SANTA ANA, CALIFORNIA 92702 <br />TELEPHONE (714) 647-6900 - FAX (714) 647-6954 - www.santa-ana.org <br /> <br /> <br />Councilmember Requested Item Report <br /> <br />DATE <br />April 15, 2025 <br /> <br />TOPIC <br />SB 569 – Caltrans and Local Governments - SUPPORT <br /> <br />TITLE <br />Discuss and Direct the City Manager to Prepare a Resolution in Support of Senate Bill 569 <br />(Blakespear) <br /> <br />DISCUSSION <br />Santa Ana, like many California cities, has struggled with the challenges that come when <br />individuals experiencing homelessness settle near or along state highways and Caltrans - <br />managed properties. These areas often lack the basic infrastructure to support safe or stable <br />living conditions, which creates confusion around responsibility, delays in res ponse, and <br />increased strain on local resources. <br /> <br />Our community deserves coordinated, compassionate, and effective solutions. Senate Bill <br />569 offers a path forward by requiring Caltrans to work more closely with local governments <br />like ours. This includes establishing a dedicated liaison office, creating joint action plans, and <br />ensuring funding is available for temporary housing, outreach, cleanup, and other supportive <br />services. <br /> <br />A key part of SB 569 is the creation of advisory committees in every Caltrans district— <br />ensuring local voices and perspectives are part of the decision-making process. This level of <br />collaboration is long overdue. <br /> <br />My office has made repeated efforts to establish a consistent and productive working <br />relationship with Caltrans to address urgent concerns in our city. However, the lack of clear <br />communication and coordination has often delayed progress and left our residents without <br />answers. This bill is not just about efficiency—it’s about making sure our communities are <br />heard, our public spaces are maintained, and our most vulnerable neighbors receive the help <br />they need. <br /> <br />For these reasons, I respectfully request the support of my colleagues to move forward with a <br />Resolution in support of SB 569 on behalf of the City. This legislation will help us bring <br /> <br /> <br />City Council 28 – 1 4/15/2025
