RESOLUTION NO. 2025-XX <br />A RESOLUTION OF THE PLANNING COMMISSION OF <br />THE CITY OF SANTA ANA APPROVING VESTING <br />TENTATIVE TRACT MAP NO. 2025-01 (COUNTY MAP <br />NO.19337) AS CONDITIONED TO ALLOW A EIGHTY-SIX <br />UNIT SUBDIVISION FOR CONDOMINIUM PURPOSES FOR <br />THE PROPERTY LOCATED AT 2020 EAST FIRST <br />STREET (APN: 402-191-03) <br />BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA <br />ANA AS FOLLOWS: <br />Section 1. The Planning Commission of the City of Santa Ana hereby finds, <br />determines, and declares as follows: <br />A. Louisa Feletto, with MLC Holdings, Inc./Meritage Homes ("Applicant"), <br />representing property owner Paul Miszkowicz with 2020 E First, LLC <br />("Property Owner"), is requesting approval of Vesting Tentative Tract Map <br />No. 2025-01 (VTTM-2025-01), Density Bonus Application No. 2025-01 <br />(DBA-2025-01), and Site Plan Review Application No. 2025-01 (SP-2025- <br />01) to facilitate the construction of a multi -family residential development, <br />including eighty townhome units and six duplexes (eighty-six total units), for <br />the property located at 2020 East First Street ("Project"). <br />B. California Senate Bill 330, the Housing Crisis Act of 2019 (HCA), amending <br />the Permit Streamlining Act and the Housing Accountability Act, became <br />effective on January 1, 2020, and established a statewide "housing <br />emergency" until January 1, 2025. <br />C. On January 1, 2022, the HCA was extended until January 1, 2030, with the <br />passage of Senate Bill 8. <br />D. The proposed development is a "housing development project" being <br />submitted as a Senate Bill No. 330 (SB 330) application. <br />E. Pursuant to Santa Ana Municipal Code ("SAMC") Section 34-127, the <br />Planning Commission is authorized to review and approve tentative tract <br />maps. <br />F. Vesting Tentative Tract Map No. 2025-01 came before the Planning <br />Commission of the City of Santa Ana on March 24, 2025, for a duly noticed <br />public hearing, and at that time, the Planning Commission considered all <br />testimony, written and oral. <br />Resolution No. 2025-XX <br />Page 1 of 10 <br />
