Communities <br />participating in the NFIP must adopt and enforce minimum floodplain management standards, including <br />identification of flood hazards and flood risks. Participation in the NFIP allows communities to purchase <br />low cost insurance protection against losses from flooding. The published Flood Insurance Rate Maps <br />(FIRM) for the project site is included on Community Panel No. 06022320257H. The project site is <br />located entirely in Zone X, which is defined as areas beyond the limits of the 1 OO-year flood and 500-year <br />flood. Implementation of the proposed project would not significantly increase the potential for flood risks. <br /> <br />IX. Land Use and Planning <br /> <br />A. Physically divide an established community? <br /> <br />C. Conflict with any applicable habitat conservation plan or natural community plan? <br /> <br />No Impact <br /> <br />The project site is currently developed with commercial and industrial development that is oriented <br />towards two arterial streets. The project consists of tenant improvements and exterior upgrades that will <br />not divide existing neighborhoods. The proposed project is located in an urbanized setting and no locally <br />designated species or natural communities are known to exist in the project area. The site is not part of <br />any habitat conservation plan or natural community preservation plan. <br /> <br />B. Conflict with any applicable land use plan, policy, or regulation of an agency with <br />jurisdiction over the project adopted for the purpose of avoiding or mitigating an <br />environmental effect? <br /> <br />No impact <br /> <br />The General Plan land use designation and zoning for the site are industrial, with the site historically used <br />for commercial, residential and religious purposes. The proposed project includes a zone change to <br />allow the properties to be redesignated to be consistent with the existing development as well as allow <br />the church use on a major arterial street. The proposed project will continue the existing development <br />pattern and will not create a conflict with any applicable land use plan, policy or regulations adopted for <br />the purpose of avoiding or mitigating an environmental effect. <br /> <br />X. Mineral Resources <br /> <br />A.
