purpose of which was to assess the recommendations from aprogram-wide standpoint in <br />order to ensure consistency within the diagnostic meetings recommendations. The <br />exhibits for each of the crossings were then finalized and cost estimates were developed <br />for the recommended enhancements. During this process, a scope of work was identified <br />for Tier 1 and Tier 3 Improvements, where Tier 1 Improvements are defined as Safety <br />Enhancements, and Tier 3 Improvements are defined as improvements for the purpose of <br />allowing the Cities to request a Quiet Zone Designation from the Federal Railroad <br />Administration ("FRA"). Tier 2 improvements (additional City requested improvements) <br />were not identified during the diagnostic meetings. <br />OCTA, SCRRA, and the CITY wish to work as partners to implement railroad grade <br />crossing safety enhancements and safety measures related to quiet zone implementation <br />for the participating cities within the County of Orange. OCTA will provide funding for the <br />railroad grade crossing safety enhancements and safety measures related to quiet zone <br />implementation, which includes 12% matching funds from the CITY. OCTA will prepare <br />and enter into a Cooperative Agreement ("COOP") with the CITY for the local share (12% <br />matching funds) of the project costs.
