including the income levels of the tenants, low Project rents, and the higher cost of <br />replacement dwellings, will create the need for Last Resort Housing. <br />A displaced person is entitled to Last Resort Housing assistance when, in a single residential <br />case, the computed total of rental assistance eligibility exceeds $5,250 or the replacement <br />housing payment exceeds $22,500. This type of situation is likely to develop among low- <br />income or large families, or in environments where project area rents are particularly low, or <br />where property values for the displacement dwellings are significantly lower than the <br />comparable replacement dwellings. <br />Downpavment Assistance Payment to Tenants who Purchase <br />Residential tenants, who are otherwise eligible to receive the Rental Assistance Payment <br />described above, may choose to receive a lump sum payment equal to forty-two (42) months <br />of rental subsidy (including Last Resort Housing benefits) to purchase a new home. <br />Displacees who qualify for the 60-month calculation, and who want to convert their rental <br />assistance entitlement to down payment assistance, must purchase a cooperative or mutual <br />housing-type replacement home. If a conventional home is purchased, the rental <br />assistance/down payment assistance payment is converted to a 42-month calculation per the <br />URA. <br />I. TEMPORARY RELOCATION BENEFIT CATEGORIES <br />The Developer's Temporary Relocation Program is designed to minimize hardship, be <br />responsive to unique project circumstances, emphasize maintaining personal contact with all <br />affected individuals, consistently apply all regulatory criteria to formulate eligibility and <br />benefit determinations and conform to all applicable requirements. <br />The relocation program consists of two principal constituents: advisory assistance and <br />financial assistance (Relocation Benefits). <br />Advisory Assistance <br />Individuals who will need to move from existing homes temporarily will receive advisory <br />assistance. Advisory assistance services are intended to inform displacees about the <br />rehabilitation process and the relocation program as well as facilitate any claims processing: <br />To follow through on the advisory assistance component of the relocation program and <br />assure that the Developer meets its obligations under the law, Developer staff will perform <br />the following functions: <br />Distribute appropriate written information concerning the Developer's relocation <br />program; <br />Overland, Pacific & Cutler, Inc. <br />80B-64 <br />
