Mr. Gabbard has received numerous professional recognitions and was elected President of the <br />Florida Police Chiefs Association, one of the largest organizations of senior police managers in <br />the United States. He was cited for bravery by Governor Jeb Bush before a joint session of the <br />Florida Legislature for his actions during several hurricanes which stuck Vero Beach. <br />Duties <br />Mr. Gabbard will coordinate the investigations aspects of the project including criminal <br />investigations, crime scene processing and internal affairs investigations. <br />Dov Chelst, Ph. D, ICMA Senior <br />Background <br />Dr. Chelst specializes in data and statistical analysis. He's taught the subject matter for nearly 10 <br />years and has a Ph.D. in Mathematics from Rutgers University and a B.A. Summa Cum Laude in <br />Mathematics and Physics from Yeshiva University. <br />Duties <br />Dr. Dov Chelst will be the primary day-to-day liaison with the Police Department and <br />Communications. He will assist in gathering the data and provide support for the weekly <br />meetings. He will also be involved in direct observations of the communications and dispatch <br />center. <br />25B-21 <br />
