City Place Sky Lofts Final Environmental Impact Report Fandfngs <br />Therefore, implementation of the proposed project would create a temporary significant and unavoidable <br />adverse impact to Main Street between La Veta Avenue and Town & Country Road until Bristol Street <br />and Grand Avenue are built out to the MPAH designations. <br />4.1.5.2 Finding Related to Road Segments in 2010 <br />Specific economic, legal, social, technological, or other considerations, including provision of <br />employment opportunities for highly trained workers, make infeasible the mitigation measures or project <br />alternatives identified in the Final EIR. <br />4.1.5.3 Facts in Support of the Finding Related to Road Segments in 2010 <br />The Main Street road segment between La Veta Avenue and Town & Country Road cannot be mitigated to <br />below a level of significance without amending the MPAH road classification from a Major Arterial to a <br />Principal Arterial This is considered infeasible for a temporary traffic impact. This segment will operate at <br />acceptable LOS D in 2030. <br />4.1.5.4 Level of Significance of Impacts Related to Road Segments in 2010 <br />The temporary adverse impacts of the City Place Sky Lofts project related to the Main Street road segment <br />between La Veta Avenue and Town & Country Road cannot be mitigated to below a level of significance. <br />4.1.6 CUMULATIVE TRANSPORTATION AND TRAFFIC IMPACTS RELATED TO <br />ROAD SEGMENTS IN 2010 <br />4.1.6.1 Potentially Significant Cumulative Adverse Impacts Related to Road Segments in <br />2010 <br />Implementation of the proposed project would result in temporary cumulative traffic impacts. For the 2010 <br />traffic conditions, the Main Street road segment between La Veta Avenue and Town & Country Road cannot <br />be mitigated to below a level of significance without amending the MPAH road classification from a Major <br />Arterial to a Principal Arterial. The road reclassification from a Major Arterial to a Principal Arterial would <br />provide one additional lane in each direction. This road reclassification would require an amendment to the <br />City of Orange General Plan and the City of Santa Ana General Plan. This is considered infeasible for a <br />temporary traffic impact.
