City Place Sky Lofts Final Environmental /mpact Report Findings <br />4.2.1.4 Level of Significance of Impacts Related to Light and Glare <br />The adverse impacts of the City Place Sky Lofts project related to light and glare will be mitigated to <br />below a level of significance with implementation of mitigation measures AS-2 and AS-3. <br />4.2.2 SHORT-TERM AIR QUALITY IMPACTS <br />4.2.2.1 Potentially Significant Adverse Impacts Related to Construction Emissions <br />As described in Section 4.3 (Air Quality) of the EIR, during the construction phase of the project, air <br />quality emissions would exceed the construction phase thresholds established by the SCAQMD and <br />would result in a significant adverse short-term regional air quality impact. <br />4.2.2.2 Finding Related to Construction Emissions <br />Changes or alterations have been required in, or incorporated into, the project which avoid or substantially <br />lessen the significant environmental effect as identified in the Final EIR. <br />4.2.2.3 Facts in Support of the Finding Related to Construction Emissions <br />The proposed project would result in significant adverse air quality impacts during the construction phase. <br />Implementation of mitigation measures AQ-1, AQ-2, AQ-3, AQ-4 and AQ-5 would reduce <br />construction-related air quality impacts to less-than-significant levels. <br />During construction, the contractor would be required to comply with SCAQMD Rule 403 -Fugitive <br />Dust. Rule 403 requires that dust generated during demolition and construction activities be suppressed. <br />Under Rule 403, the project construction activities would be subject to the following requirements: <br />AQ-1 All trucks hauling dirt, sand, soil or other loose materials off-site shall be covered or <br />wetted or shall maintain at least two feet of freeboard (i. e., minimum vertical distance <br />between the top of the load and the top of the trailer). <br />AQ-2 Streets shall be swept hourly if visible soil material has been carried onto adjacent public <br />paved roads (reclaimed water shall be used if available.) <br />AQ-3 All active sites shall be watered at least twice daily. <br />AQ-4 All grading activities that result in dust generation shall cease during second stage smog <br />alerts and periods of high winds (i.e., greater than 25 miles per hour [mph]) if dust is <br />being transported to off-site locations and cannot be controlled by watering. <br />AQ-5 The developer shall use zero Volatile Organic Compounds (VOC) content architectural <br />coatings during the construction of the project to the maximum extent feasible. This <br />measure would reduce volatile organic compounds (VOC) [ROG] emissions by <br />95 percent over conventional architectural coatings.
