(9) <br />EXHIBIT I <br />SCOPE OF SERVICES <br />Consultant or Consultant's software solution shall include a centralized data collection system that will <br />meet the City's current and future demands for customer intake, data management, discovery and <br />collection of taxes and fees. Implementation of the Business License Tax Software Platform shall be a <br />comprehensive, state-of-the-art business licensing software that can provide a start to finish solution and <br />should include the ability to integrate with other software utilized by the City. The software solution must <br />meet or exceed the specifications outlined below: <br />A. GENERAL SYSTEM / SOFTWARE REQUIREMENTS <br />The ability to integrate with various City & Third -Party solutions, including but not limited to the <br />City's incoming LMS (Clariti) and the City's Treasury Services payment modules (System <br />Innovators iNovah application & City of Santa Ana's PAY application), and the City's current <br />Enterprise Resource Planning (ERP) system, Infor Lawson. However, please note, the City is <br />currently undergoing a separate, competitive solicitation process for an ERP system and the <br />current ERP system may change in the next 2-5 years. <br />a. Included in this integration are links to automatically push/pull defined customer service <br />information ("CIS") data relating to Proactive Residential Enforcement Program (PREP) <br />accounts, Certificates of Occupancy, and Home Occupation Permits. Other records may <br />be synced into this system throughout the years. <br />2. Support for an automatic registration capability to convert qualified pre -licensing accounts to <br />active business license tax accounts ready for receipt/business license certificate issuance or <br />variance/penalty billing. <br />3. Support for a competent in arrears original delinquency penalty abatement calculation/billing <br />capability — (see Business License Tax Code — SAMC Sec. 21-25), and incorporate a flexible <br />installment agreement function with tracking. <br />4. Support for pre -licensing and license renewal "pop-up" calculators is required. <br />5. Proposal shall also include provision and support for filing, reporting, and payment tracking <br />modules for the City's Business License Tax, Cannabis Tax, Hotel Visitors' Tax (HVT), Utility <br />Users' Tax (UUT), Proactive Rental Enforcement Program (PREP), and Tourism Marketing <br />Districts (TMD) programs for registration, renewal, payment, and collection needs. <br />6. Automate the application, renewal, and payment business process of City of Santa Ana tax and <br />assessment accounts, including but not limited to Business License Tax, Cannabis tax, HVTs, <br />UUTs, PREPs, and TMDs, with the flexibility to track leads as well as the capability to add the <br />following functions: <br />a. The automation must contain configurable workflow functions and notification capabilities <br />to support robust online business licensing with expedited City staff interactions for review, <br />approval, and release. <br />City of Santa Ana RFP No. 23-165 Page 21 of 196 <br />
