5.8 NOISE <br />This section analyzes the effects to noise from implementing the proposed zoning code <br />regulations. <br />Would the project: <br />a. Expose persons to or generate noise levels in excess of standards established in the <br />local general plan or noise ordinance, or applicable standards of other agencies? <br />b. Expose persons to or generate excessive groundborne vibration or groundborne noise <br />levels? <br />c. Cause a substantial permanent increase in ambient noise levels in the project vicinity <br />above levels existing without the project? <br />d. Cause a substantial temporary or periodic increase in ambient noise levels in the project <br />vicinity above levels existing without the project? <br />TZC EIR Conclusions <br />• The project is not located within an airport land use plan or within 2 miles of a public <br />airport or public use airport. (DEIR Section 4.8.3: Effects Found to Have No Impact) <br />• Construction activities associated with the proposed project would generate noise levels <br />that exceed the noise standards established by the City of Santa Ana Municipal Code. <br />(Impact 4.8-1: Less Than Significant with mitigation) <br />• Operation of the proposed project could expose noise -sensitive land uses to noise levels <br />that exceed the standards established by the City of Santa Ana General Plan. (Impact <br />4.8-2: Less Than Significant with mitigation) <br />• Operation of the proposed project would not expose sensitive receptors on or off site to <br />excessive groundborne vibration or groundborne noise levels, (Impact 4.8-3: Less Than <br />Significant without mitigation) <br />• Occupants of the proposed residential units would not be exposed to potentially <br />significant vibration levels. (Impact 4.8-4: Less Than Significant without mitigation) <br />• Physical impact from an increase in ambient noise levels could occur from the <br />construction activities associated with the proposed project, an adverse effect on the <br />nearby residents would not occur. (Impact 4.8-5: Less Than Significant) <br />• No temporary or periodic noise impacts to on- or off -site receptors due to operation of <br />the project. (Impact 4.8-6: Less Than Significant without mitigation) <br />• Operation of the proposed project would not generate increased local traffic volumes <br />that would cause a substantial permanent increase in ambient noise levels in the project <br />vicinity. (Impact 4.8-7: Less Than Significant without mitigation)Operation of the <br />Southern California Regional Rail Authority's (SCRRA) rail line would potentially expose <br />noise -sensitive land uses located within the Transit Zoning Code (SD 84A and SD 84B) <br />area to noise levels that exceed the standards established by the City of Santa Ana <br />General Plan. (Impact 4.8-8: Significant and Unavoidable and no feasible mitigation) <br />• Construction activities associated with the proposed project would generate or expose <br />persons or structures to excessive groundborne vibration.
