Will the proposed use provide a service or facility which will <br />contribute to the general well being of the neighborhood or <br />community? <br />The Skyline Towers multi-family residential project at 9 and 15 <br />MacArthur Place will provide a service to the community by <br />providing high-quality residential housing stocks that will <br />enhance the property values of the surrounding neighborhoods. <br />Conditions of approval have been included to ensure the quality <br />and the attractiveness of the overall design which will <br />contribute to the general well being of the community. <br />B. Will the proposed use under the circumstances of the particular case <br />be detrimental to the health, safety, or general welfare of persons <br />residing or working in the vicinity? <br />The proposed multi-family residential use, in conjunction with <br />the rest of the MacArthur Place South development, will not be <br />detrimental to persons residing and working in the area. The <br />short-term and long-term unavoidable adverse impacts identified <br />in Environmental Impact Report No. 2004-02 pertaining to <br />aesthetics, air quality, and traffic and transportation can be <br />addressed through the adoption of Statement of Overriding <br />Considerations by the City Council to balance the economic, <br />legal, social, and technological and/or other benefits of this <br />project against the unavoidable environmental impacts. Any <br />other negative or adverse impacts will be mitigated through <br />mitigation measures identified in Environmental Impact Report <br />No. 2004-02. <br />C. Will the proposed use adversely affect the present economic <br />stability or future economic development of properties surrounding <br />the area? <br />The proposed multi-family residential project will not <br />adversely affect the economic stability of the area. The <br />multi-family residential component will provide a customer base <br />to the retail and restaurant uses, which will reinforce the <br />economic viability of the project and will assist in <br />identifying MacArthur Place South as a viable mixed-use <br />community. <br />75~T~3 <br />
