48. Prior to issuance of a building permit, the project developer shall prepare a <br />Mandated Security Plan, which would need final Police department <br />approval. The plan is required to address issues such as onsite uniform <br />security staffing, restriction of hours of operation for the parking garages, <br />implementation of electronic security, mechanical surveillance, and <br />compliance with the basic principles of Crime Prevention Through <br />Environmental Design. <br />49. Prior to issuance of a building permit, the project developer shall comply <br />with Senate Bill 50 and pay applicable school impact fees. Currently, the <br />Santa Ana Unified School District's adopted Fee Justification for <br />residential development is $2.14 per square foot and $0.33 per square <br />foot for commercial development. <br />50. Prior to issuance of a building permit, the project developer shall ensure <br />that the appropriate park Acquisition and Development Fee and parkland <br />dedication or in-lieu payments have been made. <br />51. Prior to issuance of building permits, the project developer shall submit a <br />Construction Plan to Santa Ana Fire Department. The plan must be <br />consistent with the Fire Department Fire Code requirements and must <br />show that emergency access to the construction site is adequate. <br />52. Prior to issuance of building permits, the project developer shall provide <br />evidence to the Santa Ana Fire Department that the proposed fire <br />protection and life saving systems incorporated in the project are <br />adequate. <br />53. Prior to issuance of building permits, the project developer shall submit the <br />final design of the project, including fire sprinklers system design to the <br />Santa Ana Fire Department for approval. <br />54. Prior to issuance of building occupancy permits, the project developer in <br />cooperation with the City of Santa Ana, shall provide for the restriping of <br />the outside southbound through lane at the intersection of Main Street and <br />Sunflower to a shared through and right turn lane. <br />55. Prior to issuance of building occupancy permits, the project developer in <br />cooperation with the City of Santa Ana, shall provide for the restriping the <br />shared through right-turn lane at Hutton Centre Drive and MacArthur <br />Boulevard to provide an exclusive through lane and construct a second <br />northbound right turn lane for the northbound traffic. <br />56. Prior to issuance of building occupancy permits, the project developer <br />shall pay for the construction of a third eastbound through lane on <br />Resolution No. 2009-025 <br />Page 82 of 95 <br />
