• 34. Prior to the issuance of building permits, the project developer shall pay the <br />City's drainage impact fee. <br />35. Prior to the issuance of grading permits, the project developer shall verify that <br />structural BMPs have been permanently incorporated into project plans. Such <br />BMPs shall ensure that pollutants from project-related storm water runoff are <br />mitigated consistently with applicable state and local standards. <br />36. Prior to issuance of grading permits, the project developer shall submit a final <br />drainage plan to the City identifying the exact size and location of drainage <br />facilities. <br />37. Prior to issuance of grading permits, the project developer shall provide proof of <br />an NPDES permit from RWQCB to the City for onsite dewatering activities. <br />38. Prior to issuance of building permits, the project developer shall ensure that any <br />restaurant is fitted with grease interceptors to the size and capacity as <br />designated by the City of Santa Ana Building Division. <br />39. Prior to building occupancy, to the extent possible, all equipment shall be <br />enclosed within a building or separate structure. Where this is not possible, <br />barriers may be necessary to shield the equipment from the existing and <br />proposed residential buildings. Depending on the size and style of the <br />• equipment, silencers in the intake and exhaust ducts may also be necessary to <br />reduce noise at the residential buildings to an acceptable level. <br />40. Construction plans for the proposed project shall reflect the following note: <br />"During demolition and construction, the contractor shall adhere to all City Noise <br />Ordinance requirements to limit all construction activity, including equipment <br />start-up, to between the hours of 7:00 a.m. and 8:00 p.m. Mondays through <br />Saturdays. No construction shall take place on Sundays or federal holidays. <br />41. During construction, the contractor shall site all construction staging and storage <br />areas away from sensitive receptors to the furthest extent possible. <br />42. During construction activities, the project developer shall ensure that all pile <br />driving equipment shall be enclosed on all sides with an acoustical blanket <br />barrier that provides a minimum sound transmission class (STC) rating of 30. <br />The height of the blanket enclosure shall be at least 20-feet. With the exception <br />of points of access to the enclosure area, there shall be no openings or gaps in <br />the enclosure, and all points of access are to remain closed during pile driving <br />activities. Notwithstanding Mitigation Measure No. 67, pile driving shall not <br />commence prior to 8:00 a.m. on Saturday. <br />43.
