Responses to <br />Environmental Checklist <br />For CEQA Compliance <br />B. Conflict with existing zoning for agriculture use or a Williamson Contract? <br />Less than significant impact <br />The proposed project is currently zoned General Agriculture (A1). Although zoned agriculture, the site <br />contains a church use that has been operating on the site since 1966. Due to the existing development <br />pattern and lack of agriculture use on the site, the conflict between the use and zoning is less that <br />significant. Further, church uses are a conditionally permitted use in the agriculture zoning district. <br />Air Quality <br />A. Conflict with or obstruct implementation of applicable Air Quality Attainment Plan or <br />congestion Management Plan? <br />E. Create objectionable odors affecting a substantial number of people? <br />No Impact <br />The City of Santa Ana is included within the South Coast Air Quality Management District (SCAQMD) and <br />subject to the requirements of the Clean Air Act at both the Federal and State level. The South Coast Air <br />Quality Management Plan (AQMP) is SCAQMD's ongoing program for meeting federal and state air <br />quality standards with the South Coast Air Basin. <br />The AQMP uses land use assumptions derived from local general plans and regional growth projections <br />developed by the Southern California Association of Governments (SCAG), which are based on Orange <br />County projections (OCP-2006) developed in concert with Orange County jurisdictions to estimate <br />stationary and mobile air emissions associated with projected population and planned land uses. If a <br />proposed land use is consistent with the 2006 OCP, then the added emissions generated by the new <br />project are considered consistent with the baseline emissions forecasts used in the AQMP and the project <br />is consistent with the AQMP. Because the population and employment growth resulting from the church <br />expansion are consistent with SCAG's regional growth forecast and the project would not conflict with the <br />applicable 2007 AQMP, no impacts will result. <br />Further, the church expansion will not generate any objectionable odors from its expanded operation, <br />including a new multi-use building and expansion to the sanctuary. Therefore, approval of the proposed <br />conditional use permit will not be in conflict with the South Coast AQMP. <br />B. Violate any stationary source air quality standard or contribute to an existing or proposed <br />air quality violation? <br />C. Result in a cumulatively considerable net increase of any criteria pollutant for which the <br />project region is non-attainment under an applicable federal or state ambient air quality <br />standard (including releasing emission which exceeds quantitative thresholds for ozone <br />precursors)? <br />D. Expose sensitive receptors to substantial pollutant concentrations? <br />Less than significant Impact with Mitigation Incorporated <br />As mentioned previously, the South Coast Air Quality Management District (SCAQMD) regulates air <br />quality in the South Coast Air Basin. The South Coast Air Basin is currently anon-attainment area for <br />carbon monoxide, ozone, and particulate matter. The SCAQMD considers an air quality impact to be <br />significant if it exceeds the thresholds identified below. <br />31 A-36 <br />
