Authorize staff to issue a Request for Proposals for a feasibility <br /> and market study for the renovation of the Riverview Golf <br /> Course and a determination of a residual land value for the <br /> Willowick Golf Course. <br /> 2. Approve the Action Plan and authorize staff, at the appropriate <br /> times, to issue Requests for Qualifications for the design of <br /> the improvements and for the operation and management of the <br /> golf course. <br /> 3. Authorize staff to appraise the leasehold interest of the <br /> current operator. <br /> 4. Approve Appropriation Adjustment No. 26 appropriating funds <br /> for the feasibility study, the appraisal and the design of the <br /> new course. <br /> 5. Endorse the greenbelt concept and authorize staff to develop a <br /> specific development and financing plan for same. <br /> <br /> EXECUTIVE SUMMARY <br /> The Riverview Golf Course is presently operated by Mr. Novel James <br /> who has indicated his desire to have the City assume responsibility <br /> for the course. Staff concurs and proposes a two year action plan <br /> for doing so and for renovating the course. The project is proposed <br /> to begin with a feasibility and market study to determine the level <br /> of improvements that should be undertaken to provide the maximum <br /> benefit to the City, and includes the design of the new course and <br /> contracting for its operation and management. Appropriate public <br /> agencies have indicated their support. Funds are available for the <br /> feasibility study, the appraisal of Mr. James leasehold interest, <br /> and the design. Upon receipt of the feasibility study, a specific <br /> development and financing plan for the improvements and acquisition <br /> of the leasehold interest will be presented. As a means of further <br /> expanding the City's open space, authority to explore the concept <br /> of a greenbelt along the Santa Ana River is also requested. Upon <br /> approval, staff will proceed to develop specific recommendations. <br /> <br />
