If we do <br /> nothing, Mr. James will either proceed to reconstruct the golf course and <br /> restore it to its original 18-hole stature, or sell his leasehold interest for <br /> others to develop. <br /> Should the City decide to take over the leasehold interest, a high-quality, <br /> semi-private golf course would enhance Santa Ana's image as a progressive city <br /> on the move, with regional as well as local appeal. The inclusion of the <br /> Forrest Paul Park site in the redevelopment of the course would provide a <br /> northern "window" to the city, with ready access to the Santa Ana, <br /> Garden Grove, and Orange freeways.- Also, by assuming the control of the <br /> course, the City could dictate the level and quality of improvements. <br /> RECOT'A1EIdDATI ON <br /> Recommend that the City Council: <br /> 1) Authorize staff to prepare a specific development and financing plan for <br /> the improvements and acquisition of the leasehold interest, including <br /> the 3.4 acre site located south of Memory Lane, adjacent to and west of <br /> the river channel, known as Forrest Paul Park. <br /> 2) Authorize staff to prepare a cooperation agreement between the City and <br /> the Corps of Engineers for design and construction of the necessary <br /> "drop st nlctures" to be located in the riverbed within the boundaries of <br /> River View Golf Course; and <br /> 3) orize staff to prepare a Request for Proposals for architectural <br /> services yr the sign of a quality, semi-private golf course. <br /> f' i , <br /> ~~~~r.~-~~-- <br /> Davi N.
