James for lease of City owned property now known as <br />River View Golf Course. This property is between the Santa Ana River <br />and Alona Park, lying north of 17th Street and south of Memory Lane. <br />In September of 1969, another lease was entered into between Novel B. <br />James and the Orange County Flood Control District for the purpose <br />of expanding the then existing 9-hole golf course to the present 18- <br />hole course. This property under the jurisdiction of the Orange County <br />Flood Control District is adjacent to the City owned property and lies <br />generally within the Santa Ana River channel from approximately 21st <br />Street to about 1/4 mile north of Memory Lane. <br />A letter dated January 26, 1973 was received from Mr. Novel B. James <br />explaining the reason why he converted the Santa Ana River channel to <br />a turf golf course to be used in conjunction with City owned property. <br />This letter further requests that "rent charged be changed to (one-half) <br />of present requirement...". Novel B.
