S. <br />Department of Housing and Urban Development (HUD). Those grants are the Community <br />Development Block Grant (CDBG), HOME Investment Partnerships Grant (HOME), Emergency <br />Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). The <br />Consolidated Plan evaluates the community's need for affordable and supportive housing, <br />community development programs, social services, and economic opportunities. It outlines a <br />strategy to meet those needs and identifies programs and resources that can be used to address <br />them. <br />The Strategic Plan, which is one of the elements of the Consolidated Plan, describes the <br />objectives that the City of Santa Ana hopes to accomplish in the area of housing and community <br />development over the next five years, the strategies with which the City intends to achieve those <br />objectives and identifies the outcomes to be accomplished over the next five years. In order to <br />identify the priorities, a survey of community needs was prepared. Nearly 9,000 letters and flyers <br />announcing the survey's availability online were mailed to residents and stakeholders. Copies of <br />29A -1 <br />
