REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 3, 2010 <br />TITLE: <br />CONSOLIDATED FIVE -YEAR PLAN AND ANNUAL <br />ACTION PLAN <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1ST Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve the Consolidated Five -Year Plan for 2010 -2014 and Annual Action Plan and authorize <br />its submittal to the United States Department of Housing and Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION ACTION <br />At its regular meeting on April 20, 2010, by a vot e <br />Housing Commission recommended that the City <br />Plan for 2010 -2014 and Annual Action Plan and <br />Department of Housing and Urban Development. <br />DISCUSSION <br />of 4:0, the Community Redevelopment and <br />Council approve the Consolidated Five -Year <br />authorize its submittal to the United States <br />The Consolidated Five -Year Plan (Exhibit 1) is a comprehensive planning and application <br />document that covers the four entitlement grants that the City receives each year from the U. S. <br />Department of Housing and Urban Development (HUD). Those grants are the Community <br />Development Block Grant (CDBG), HOME Investment Partnerships Grant (HOME), Emergency <br />Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). The <br />Consolidated Plan evaluates the community's need for affordable and supportive housing, <br />community development programs, social services, and economic opportunities. It outlines a <br />strategy to meet those needs and identifies programs and resources that can be used to address <br />them. <br />The Strategic Plan, which is one of the elements of the Consolidated Plan, describes the <br />objectives that the City of Santa Ana hopes to accomplish in the area of housing and community <br />development over the next five years, the strategies with which the City intends to achieve those <br />objectives and identifies the outcomes to be accomplished over the next five years. In order to <br />identify the priorities, a survey of community needs was prepared.
