Project 10717 <br />RFA Change Order No. 1 <br />October 4, 201 O <br />Page 2 <br />B. Under a standing agreement, personnel of the County's material testing <br />laboratory have been providing testing for the City's construction projects for <br />years. They tested sub-grade soil, base material, asphalt concrete pavement, <br />etc. However, due to a reduction in work forces, they were no longer able to <br />provide those tests. The City had a backup testing firm under contract but funds <br />in that contract were mostly expended by previous phases of the residential <br />street repair projects.
