Overview and Summary
Project Understanding
The current Santa Ana Regional Transportation Center (SARTC) opened on September 7, 1985 on the site
of the historic Santa Fe Railway Depot. Strategically located in central Orange County, the station is today
served by Amtrak's Pacific Surfliner and Metrolink's Orange County and Inland Empire-Orange County
commuter rail lines. SARTC also serves-as a hub for the Orange County Transportation Authority (OCTA)
bus system, includes a Greyhound station and is a terminal for several Mexican bus tour companies.
The station is built in the Spanish-Colonial revival style with major components including the building, rail
platforms, a pedestrian over-crossing to reach the northbound platform, surface and structured parking,
and a small amount of bus circulation and bus bay areas. There are both occupied and unoccupied retail
and office spaces in the building. The SARTC of today is not well connected to the surrounding community.
Though the station serves travelers and commuters well and is often cited by commuters as a favorite
station, it offers nothing in the way of non-transit related amenities. The site provides ample parking for
commuters; however, the large surface parking area is generally understood as a missed opportunity in the
area and a void for the local community.
The City of Santa Ana has requested help in developing a phased Master Plan for SARTC that will address
intensified uses at the site and incorporate new modes of travel over three planning horizons - 2014, 2020
and 2040 (build out). An opportunity with the master plan is to see how the station can be knitted more
effectively into the surrounding community. There are exciting plans for the immediate area including four
primary projects: the Station District master plan, proposed fixed-guideway system, planned transit service
enhancements, and the proposed Santa Ana Boulevard grade separation project. Mass transit is becoming
more desirable and necessary. The SARTC in the future will need to facilitate diverse multi-transit typologies,
from bicycles to high-speed trains. This increased intensity of use on the SARTC site must correspond to
a re-evaluation of the relationship such a transit center has to the surrounding context.
City of Santa Ana
Santa Ana Regional Transportation Center Master Plan IN Group 1.25.10
