Orange RPU PY 2025-2028 Regional Plan <br />43 | Page <br /> <br />• Democratizing Access to Good-Quality Middle-Skill Jobs: The RPU will explore <br />opportunities to create pre-apprenticeship programs and targeted workforce <br />interventions that increase access to high-wage careers for women, immigrants, and <br />people of color. <br />• Participatory Planning for the Low-Carbon Economy: The RPU will continue <br />participating in projects like the Jobs First initiative to prepare for emerging industries. <br />This initiative engages in participatory planning efforts to assess workforce needs in <br />clean energy, sustainability, and other green economy sectors. As part of this work, <br />the RPU will ensure that jobs in these industries uphold job quality standards, provide <br />equitable access to opportunities, and align with regional economic development <br />goals. <br />• Lifting All Workers to the High Road: The RPU is committed to ensuring that justice- <br />involved individuals, individuals with disabilities, English language learners, and those <br />experiencing housing insecurity can access quality jobs that provide long-term <br />economic self-sufficiency. This will be achieved through continued investment in <br />wraparound services, digital access initiatives, and supportive workforce policies that <br />remove employment barriers and equip job seekers with the resources needed to <br />succeed in the labor market. <br />Incorporating these four complementary interventions and fostering ongoing partnerships <br />with employers, educational institutions, and workforce development agencies, the RPU <br />will enhance job quality, expand economic opportunities, and drive an inclusive, equitable <br />workforce system. These efforts will support shared economic prosperity and ensure all <br />individuals have access to high-quality jobs with long-term stability, benefiting workers <br />and businesses across the region. <br /> <br />B. Targeted Service Strategies for the Region’s Unserved and Underserved <br />Communities <br /> <br />The Orange RPU is committed to ensuring unserved and underserved communities have <br />equitable access to workforce training, education, and family resources that support long- <br />term economic mobility. Recognizing that barriers to employment vary across <br />populations, the RPU integrates targeted service strategies designed to address the <br />unique needs of justice-involved individuals, individuals with disabilities, English language <br />learners (ELL), Veterans, foster youth, and those experiencing housing insecurity. These <br />efforts focus on reducing barriers, enhancing accessibility, and tailoring services to reflect <br />the needs of a diverse workforce. <br /> <br />Expanding Access to Regional Sector Career Pathways <br /> <br />Through sector partnerships, the Orange RPU will continue to work with employers to <br />create career pathways that help vulnerable populations overcome barriers to education <br />and employment. These pathways provide structured, long-term opportunities for job <br />seekers with limited skills or employment history to build competencies over time and <br />secure family-sustaining wages. <br /> <br />EXHIBIT 1
