Orange RPU PY 2025-2028 Regional Plan <br />45 | Page <br /> <br />• Culturally responsive outreach: The RPU will increase multilingual outreach <br />to English language learners and immigrant job seekers and collaborate with <br />partner agencies that support these populations to improve access to workforce <br />services. <br /> <br />Strengthening Employer Engagement for Underserved Populations <br /> <br />A strong employer network is critical for ensuring underserved communities access <br />meaningful job opportunities. The RPU will continue to build partnerships with employers <br />willing to hire justice-involved individuals, veterans, and individuals with disabilities. While <br />stakeholder feedback emphasized the need for employer training and incentives to <br />promote more inclusive hiring practices, the RPU is not currently implementing direct <br />employer training programs. However, on-the-job training (OJT) dollars may serve as an <br />incentive by subsidizing the cost of training, which may indirectly support inclusive hiring <br />practices. Additionally, the RPU will continue to explore opportunities to engage <br />employers in discussions about fair hiring practices to support greater access to quality <br />jobs for historically underrepresented populations. <br /> <br />Co-Enrollment and System Alignment <br /> <br />The RPU aims to increase co-enrollment with partner agencies to streamline service <br />delivery and enhance workforce outcomes. Co-enrollment ensures that individuals are <br />holistically served, receiving the necessary support services to complete training and <br />secure employment successfully. By aligning workforce development efforts with partner <br />organizations, the RPU can help job seekers access multiple resources simultaneously, <br />reducing barriers to employment and improving long-term economic stability. <br /> <br />As part of this effort, the RPU is leveraging the Regional Equity and Recovery <br />Partnerships (RERP) grant to collaborate with community colleges to increase co- <br />enrollment and cross-training. This initiative helps workforce and education staff better <br />understand how to assist students in navigating workforce systems, accessing training <br />opportunities, and connecting with support services. Strengthening these partnerships <br />will enhance service coordination and ensure students receive comprehensive support <br />for long-term career success. <br /> <br />Additionally, the RPU supports a "no wrong door" approach, ensuring that individuals can <br />access workforce development resources through multiple entry points. <br /> <br />Ensuring Equity and Inclusion in Workforce Development <br /> <br />The Orange RPU understands that one-size-fits-all workforce solutions are ineffective. <br />Programs must be tailored to the specific needs of diverse populations, particularly those <br />who have historically faced systemic employment barriers. The RPU will continue working <br />to close the skills gap, advance racial equity, and create economic opportunities for all job <br />seekers through integrated service strategies, employer partnerships, and regional <br />coordination. <br /> <br />EXHIBIT 1
