Orange County WDBs PY 2025-28 Unified Local Plan <br /> <br />20 | Page <br /> <br /> <br />Future Strategies for Strengthening Workforce Support for English Language <br />Learners, Foreign-Born Individuals, and Refugees <br /> <br />To improve service delivery and workforce access for these populations, the WDBs <br />and partners will implement the following strategies: <br /> <br />1. Strengthening Referral and Navigation Support <br />• Improve the referral process between AJCCs, adult education providers, and <br />community-based organizations to ensure seamless service coordination. <br />• Explore the creation of a workforce navigator role to help ELLs and foreign- <br />born individuals understand available workforce services and complete <br />enrollment processes. <br />• Create multilingual video guides and visual flowcharts explaining how to access <br />workforce programs and eligibility requirements. <br /> <br />2. Expanding Workforce Training and Career Pathways <br />• Collaborate with education partners to expand career pathway programs, <br />including Vocational ESL (VESL), that integrate language learning with <br />workforce training and help ELLs earn industry-recognized credentials. <br />• Explore partnerships with employers to create work-based learning <br />opportunities tailored to ELL populations. <br /> <br />3. Addressing Barriers to Workforce Participation <br />• Develop strategies to address transportation and childcare challenges that <br />prevent ELLs from participating in training and job search activities. <br />• Increase culturally responsive job readiness training to help individuals <br />understand U.S. workplace expectations, job applications, and interview <br />processes. <br /> <br />4. Enhancing Outreach and Information Sharing <br />• Explore the possibility of integrating ELL workforce resources into the OC <br />Works Hub site in collaboration with the Orange County Regional Consortium. <br />• Strengthen partnerships with culturally specific organizations to enhance <br />outreach and better connect ELL communities with workforce services. <br /> <br />By implementing these strategies, the WDBs will enhance workforce access, improve <br />employment outcomes, and strengthen collaboration with community partners serving <br />ELLs, foreign-born individuals, and refugees. <br /> <br />E. Coordination with Local Veteran Affairs, community-based organizations, and <br />other local partners who serve veterans. <br />The WDBs collaborate with veteran-serving organizations, community-based <br />programs, and local Veteran Affairs offices to support veterans in successfully <br />transitioning to civilian employment.
