Orange County WDBs PY 2025-28 Unified Local Plan <br /> <br />32 | Page <br /> <br />The County of Orange serves as the fiscal agent for the Orange County Workforce <br />Development Board, overseeing the disbursal of grant funds. Likewise, the City of Santa <br />Ana acts as the fiscal agent for the Santa Ana Workforce Development Board, and the <br />City of Anaheim fulfills this role for the Anaheim Workforce Development Board, ensuring <br />proper management and distribution of WIOA funds. <br /> <br />To award sub-grants and contracts for WIOA Title I activities, the three local boards utilize <br />a competitive procurement process for awards exceeding the required threshold. Each <br />board adheres to the competitive procurement policies and procedures established by its <br />respective governing entity, ensuring compliance with state and federal regulations. <br />Additionally, the local boards follow all requirements outlined in EDD Directive WSD17- <br />08 concerning the procurement of equipment and related services. <br /> <br />G. How the Local Board Fulfills the Duties of the AJCC Operator and/or the <br />Career Services Provider or Selection of AJCC Operators and Career <br />Services Providers <br /> <br />The selection of AJCC Operators for the Santa Ana, Anaheim, and Orange County <br />Workforce Development Boards was conducted through an open and competitive <br />procurement process in alignment with EDD Directive WSD22-13. Additionally, the <br />Career Services Provider for Orange County was selected through a competitive <br />procurement process. The Santa Ana and Anaheim Workforce Development Boards have <br />received state approval to directly provide Career Services for the WIOA Title I Adult and <br />Dislocated Worker programs. <br /> <br />The following tables summarize the entities with which each board has a contractual <br />relationship, along with their respective roles: <br /> <br />Local Board Provider Role <br />Orange County <br />WDB <br />America Works One-Stop Operator <br /> Career Teams, LLC Career Services Provider City of La Habra Youth Services – "Ready.
