Services Provided <br />04 <br />Task 3: Outreach and Engagement <br />To enable a transparent, inclusive, and community-driven design process, <br />HDR proposes a four-phase outreach and engagement approach. This is <br />further detailed in Figure 5 of the Project Approach on page 17. <br />Rather than carrying out a linear outreach strategy, our approach integrates <br />data collection, analysis, and concept development with the outreach <br />process, as summarized in Figure 2 below. In order to successfully <br />deliver the 90% and final plans within the one-year project <br />schedule, we will advance 30% and 60% concept development <br />alongside community engagement efforts and selection of the <br />locally preferred alternative. <br />To start, HDR will present an equity-centered Outreach and Engagement <br />Plan (Engagement Plan), which will be updated and refined in coordination <br />with the City. This Engagement Plan will include a breakdown of audiences <br />and stakeholders, strategies, and communication tools/tactics for <br />each group. <br />3.1 Targeted Stakeholder Meetings <br />HDR will convene, facilitate, and document meetings with the Stakeholder <br />Group, which will include representatives from City of Santa Ana, OCTA, <br />Caltrans, neighborhood associations, educational institutions, local <br />businesses, and CBOs. The Stakeholder Group will meet quarterly to align <br />with key Project milestones, such as project kickoff/existing conditions, <br />concepts/alternatives development, feedback on alternatives, and final <br />project presentations. <br />Within this broad Stakeholder Group, HDR has identified the following <br />subcategories of participants to which the team will deliver presentations <br />regarding the project: Community Working Group, Neighborhood Groups <br />(wards, neighborhood associations), and City Council. <br />3.1.1 Community Working Group <br />The HDR team will support a Community Working Group, comprised of <br />local grassroots organizations to help establish strong relationships with <br />key populations. Along with their role in the Stakeholder Group, members of <br />the Community Working Group may host engagement efforts through their <br />respective organization’s work; review and provide culturally competent <br />and linguistically inclusive feedback on educational and communications <br />materials; and/or provide project education and capture feedback from <br />the general public at Community Workshops and Events (Tasks 3.3 and <br />3.4). While some of this work may occur outside of specific meetings, the <br />Community Working Group will meet at least three times in addition to the <br />quarterly Stakeholder Group meetings throughout the life of the Project. <br />HDR recommends the City identify members of the Stakeholder Group prior to NTP. This can save valuable time <br />and allow the group to quickly engage with the first phase of outreach.
