<br />Our team is backed by the matrix organization of HDR, which provides an
<br />extensive network of highly skilled technical experts available to provide
<br />strategic advice and additional resources to the City as needed.
<br />Team Organization
<br />HDR will leverage our well-structured team, outlined in Figure 4, to carry out the effort needed for this project.
<br />HDR acknowledges that no person assigned to the project shall be removed or replaced without the prior
<br />written concurrence of the City.
<br />Key Personnel
<br />Our team will be led by Project Manager Dawn Wilson, an expert in the planning and design of multimodal
<br />corridors that has completed more than 20 complete streets projects over the past 15 years. Most of Dawn’s
<br />projects have been funded through various grant programs and have been located along commercial corridors
<br />similar to First Street. She is passionate about working with community members and stakeholders to identify
<br />critical issues influencing local travel behaviors and developing implementable solutions to overcome them.
<br />Dawn will be the primary point of contact for the City.
<br />Dawn will work closely with Task Leads Naomi Iwasaki (Stakeholder/Community Outreach and Engagement)
<br />and David Lew (Design) in managing the overall HDR team. Naomi is a nationally recognized transportation
<br />equity leader with 20 years of management and leadership experience in multimodal planning and project
<br />delivery, transportation policy, streetscape improvements, and infrastructure funding. David has over 30 years
<br />of transportation experience and has spent the majority of his career managing and delivering PS&E projects,
<br />earning a strong reputation for his responsiveness and dedication to client satisfaction. As part of the OCTA SR
<br />55 Widening project, David has collaborated closely with City of Santa Ana staff to design street improvements
<br />along 17th Street, 4th Street, MacArthur Boulevard, Dyer Road, and Edinger Avenue. His familiarity with City
<br />standards and processes will guide the HDR team in meeting the expedited design schedule.
<br />Dawn, Naomi, and David will work directly with the City. They will be supported by nine additional key
<br />personnel and over 40 support staff. Each team member has been carefully selected due to their relevant
<br />project experience, familiarity with the local area, and availability. Resumes for key personnel resumes and brief
<br />qualifications for support staff are provided in Appendix A.
<br />Subconsultants
<br />HDR is joined by the following subconsultant partners who have extensive experience working with the City and
<br />local agencies within Orange County. We have formed strong working relationships with these firms through
<br />many successful projects, and we trust their consistent delivery of quality work. Qualifications for subconsultant
<br />staff can be found in Appendix A.

<br />HDR will work hand-in-hand with CPOG to execute the comprehensive outreach program for this project. Many
<br />CPOG team members have first-hand career experience conducting community outreach while working for
<br />local governments such as the cities of Santa Ana and Anaheim, and transportation agencies such as OCTA.
<br />Their staff regularly coordinate with the City of Santa Ana, from weekly construction meetings to non-scheduled
<br />interactions to keep them informed on outreach activities as part of the project’s Focus on 55 Business Program.
<br />Additionally, their strong working relationship with the City of Santa Ana’s Public Information Officer, Paul
<br />Eakins, will be critical to the success of this project.
