In doing so, the City will <br />invest in projects that ensure that homeless households from all sub-populations are <br />supported to return to permanent housing as quickly as possible; receive strength-based <br />services that emphasize recovery, as needed; receive only what they need to be returned to <br />housing quickly and to be as self-reliant as possible; and are assisted in preventing homeless <br />from occurring in the first place.
