154 <br />10 percent of the units affordable to very low-income households; or 5 percent to <br />extremely low-income households; or a minimum of 10 percent available affordable <br />households with five (5)5 percent to low- income, 3 percent to very low-income, and <br />2 percent to extremely low-income households, for rental housing. Require 5 <br />percent of the units as affordable to moderate-income households for for-sale <br />housing. <br />3.Establish guidelines as part of the Comprehensive Zoning Code Update for new <br />housing development projects to include a variety of unit sizes, including units for <br />large families, that are affordable to extremely low-, very low-, and low-income <br />families. <br />4.Annually monitor the status of at-risk housing projects, specifically the Warwick <br />Square, Highland Manor, and other projects that may come due. Contact owners of <br />properties at risk of conversion within one year of expiration to discuss City’s desire <br />to preserve projects as affordable housing. <br />5.Assist low-income households with down payment assistance loans of up to <br />$120,000 and moderate-income households with loans of up to $80,000. <br />6.Create, assist, and support neighborhood associations, especially in R/ECAP and <br />TCAC Census Tracts, to collaborate on projects and sponsor and hold annual events. <br />7.Complete infrastructure improvements in residential neighborhoods consistent with <br />the City’s Capital Improvement Plan. <br />8.Through the City’s RFP process for Affordable Housing Development, facilitate and <br />encourage the development in the Transit Zoning Code plan area of varied housing <br />types at a mix of affordability levels, including for lower income households using <br />appropriate incentives, such as awarding bonus points to developers whose <br />projects provide at least 75% or more for the units for extremely low-income families <br />at 30% Area Median Income. <br />9.Implement the City’s Rent Stabilization and Just Cause Eviction Ordinance for <br />tenants facing housing instability, including ongoing outreach and education, a <br />program monitor system, and a schedule of penalties that may be imposed for <br />noncompliance. Provide tenant protections beyond state mandates. <br />10.Provide housing assistance payments to eligible households participating in the <br />Housing Choice Voucher Program and adhere to policies and procedures in the <br />federal regulations and the Housing Choice Voucher Program Administrative Plan. <br />Administer 100 percent of the funding provided to the Housing Authority annually <br />for eligible households. This includes Special Purpose Vouchers including the <br />Veterans Affairs Supportive Housing Program; Mainstream Voucher Program; <br />Foster Youth to Independence Program; and Emergency Housing Voucher Program. <br />The objectives are to: 1) Utilize 100 percent of the Annual Budget Authority provided <br />by HUD for each CY; 2) Apply for new funding opportunities for additional vouchers; <br />3) Retain High Performer SEMAP status; 4) Communicate on a regular basis with <br />active landlords by providing information on key program updates. <br />EXHIBIT 1
