167 <br />AP-35 Projects <br />To address the high priority needs identified in the Strategic Plan to the 2025-2029 <br />Consolidated Plan, the City will invest CDBG, HOME, and ESG funds in projects that <br />preserve affordable housing, provide fair housing services, provide public services to low- <br />income residents, prevent homelessness, and improve businesses. Together, these <br />projects will address the housing, community, and economic development needs of Santa <br />Ana residents. <br />Table 51 - Project Information <br />2025 Projects <br />1.CDBG Administration <br />2.CDBG Code Enforcement <br />3.CDBG Economic Development <br />4.CDBG Public Services <br />5.CDBG Housing Rehabilitation <br />6.CDBG Down Payment Assistance <br />7.CDBG Fair Housing <br />8.CDBG Street Improvement <br />9.ESG Homeless Activities <br />10.HOME Program Administration <br />11.HOME Affordable Housing <br />12.HOME CHDO <br />Describe the reasons for allocation priorities and any obstacles to addressing <br />underserved needs. <br />As grant resources become increasingly scarce, it is important for the City to determine <br />areas and population segments with the greatest level of need for a particular program or <br />activity and to be able to invest federal, state, and local resources in high leverage <br />opportunities where data suggests that the City will be able to maximize the impact of every <br />dollar. <br />The 2025-2029 Consolidated Plan is a roadmap to guide the City’s housing, community, <br />and economic development investments during the next five years. All investments of HUD <br />funding are used to address the priority needs listed in the City’s five-year Consolidated <br />Plan. <br />The limited funding resources continue to provide challenges to fully address the level of <br />need identified in the Consolidated Plan. <br />EXHIBIT 1
