178 <br />Housing Stabilization. Implement the rent stabilization and just cause eviction ordinances <br />to preserve affordable housing through regulating rent increases and establishing just <br />cause eviction regulations. <br />-Housing Opportunity Ordinance. Require eligible rental and ownership housing <br />projects to include affordable units. <br />-Housing Priority. Administer local preference for affordable housing created under <br />the AHOCO or with City funding. <br />-Community Land Trusts and Collective Ownership. Partner with community-based <br />organizations to support a community land trust program and pursue collective <br />ownership models to promote ownership options and opportunities. <br />-Shelters and Support Services. Provide funding for creation and/or the provision of <br />shelters, permanent supportive housing, and services for those experiencing <br />homelessness or that are at risk of becoming homeless. <br />To address the issues of safe and sanitary housing, the City plans to pursue the following <br />strategies: <br />-Tenant Protections. Provide resources to residential tenants regarding landlord- <br />tenant laws and responsibilities to ensure units are being maintained and up to <br />code, and if not, tenants are aware of their rights and options for recourse. <br />-Code Enforcement. Enforce building and property maintenance standards and <br />remove blight and unhealthy or dangerous housing conditions, and work with <br />County Health Department to identify violations and streamline resolutions. <br />-Home Rehabilitation Grant Program. Provide grants to assist in the repair and <br />rehabilitation of single- and multi-family homes as well as mobile homes for lower- <br />income households. <br />-Emergency and Transitional Housing. Continue providing funding and services for <br />providers of emergency shelters, permanent supportive housing, and support <br />services for those at risk of becoming homeless. <br />To address the housing overcrowding issue, the City plans to pursue the following <br />strategies: <br />-Overcrowding Conditions. Facilitate development of accessory dwelling units and <br />additions to existing homes to alleviate overcrowded housing conditions. <br />-Diverse Housing Types. Facilitate diverse types, prices, and sizes of housing for the <br />different needs in the community. <br />-Affordable Component. Continue applying AHOCO to include affordable units as <br />part of new housing developments. <br />To address the issues of housing access and affordability created by lower household <br />incomes the City plans to pursue the following strategies: <br />EXHIBIT 1
