<br /> <br />Orange County 59 25-29 Regional AFH <br /> <br />Map 4 - Publicly Supported Housing – South Orange County <br /> Source: California HCD, AFFH Data Viewer <br />The following analysis describes the public or private policies or practices, demographic <br />shifts, economic trends, or other factors that may have caused or contributed to the <br />patterns described above (including siting decisions of private or publicly supported <br />housing or the location of residents using Housing Choice Vouchers). <br />Broadly speaking, the patterns of residential segregation/concentration by race – both <br />between and within jurisdictions in Orange County and across the United States – are due, <br />in part, to: <br />• Historic practices of redlining and legal racial segregation, which created many of <br />the residential patterns that still exist today. <br />• Local land use and zoning laws that have perpetuated patterns of racial segregation, <br />some of which remain in place, while others which have been removed but continue <br />to have lasting effects. <br />• Market factors, including the high cost of land and existing housing throughout <br />Orange County, constrain the development of new affordable housing and limit <br />access for families to existing housing. <br />EXHIBIT 6
